**UNITED NATIONS —** The United Nations Security Council on Thursday adopted an urgent resolution demanding that the paramilitary Rapid Support Forces (RSF) immediately lift their encirclement of El Fasher, the capital of North Darfur, warning that hundreds of thousands of trapped civilians face imminent catastrophe.

The British-drafted measure passed with 14 votes in favor and none against, with the Russian Federation abstaining. The resolution represents the most direct diplomatic intervention by the council since fighting erupted in April 2023 between the Sudanese Armed Forces (SAF), led by Gen. Abdel Fattah al-Burhan, and the RSF, commanded by Mohamed Hamdan Dagalo.

El Fasher remains the final major urban stronghold held by the national army in the expansive Darfur region. Over recent weeks, artillery bombardments and ground assaults have shattered residential neighborhoods, disabled critical healthcare facilities, and severed primary supply lines, cutting off more than 1.8 million residents and internally displaced persons from life-sustaining aid.

"This council has sent a clear and unequivocal signal to the combatants: the siege of El Fasher must end immediately," said Ambassador Barbara Woodward, the United Kingdom’s permanent representative to the UN, addressing the chamber after the vote. "The humanitarian cost of continued intransigence is unconscionable. Millions are standing on the precipice of man-made starvation."

In addition to calling for an immediate de-escalation in and around the city, the resolution mandates that all parties facilitate rapid, safe, and unhindered humanitarian access. It explicitly instructs the military-led government to keep open the critical Adré border crossing from Chad, which aid agencies identify as the primary logistical conduit for emergency nutrition and medical supplies into western Sudan.

Aid organizations, including the World Food Programme and Médecins Sans Frontières, have repeatedly raised the alarm over acute malnutrition metrics crossing the threshold into IPC Phase 5—the technical classification for catastrophic famine. Diplomatic observers note, however, that previous Security Council resolutions demanding nationwide ceasefires during holy periods were largely ignored by both factions on the ground.

Regional security analysts caution that the fall of El Fasher would effectively fracture Sudan into partition-like zones of control, entrenching a protracted proxy conflict with destabilizing consequences for neighboring Chad, the Central African Republic, and South Sudan. Council members signaled on Thursday that further non-compliance could trigger coordinated sanctions against individual commanders responsible for obstructing aid or directing assaults against civilian infrastructure.
